Adds a new condition allowing the commissioner to issue a limited driver's license if the driver's ability to obtain necessary medical services or treatments depends on use of the license.

Renumbers existing conditions and adds medical treatment access as condition (3), moving the postsecondary education condition to (4).

Applies to drivers whose licenses have been suspended or revoked under specified statutes related to traffic violations and impaired driving offenses.

Maintains existing commissioner discretion to impose limitations on limited licenses regarding vehicle types, operation classes, times, and traffic conditions, and to require demonstration that public transportation or carpooling would be a significant hardship.

Preserves restrictions prohibiting limited license issuance to certain categories of drivers and prohibiting class A, B, or C limited licenses.
