Mandates the league establish and publish specific substantive requirements and timelines for appeals, ensuring parents or students receive a final board decision on eligibility appeals before the upcoming sports season, including fall sports.

Requires the league's eligibility committee to include members representing nonpublic schools that participate in league-sponsored competition.

Effective for the 2011-2012 school year and later.
