Allows school boards to conduct meetings using interactive technology with audio and visual links while complying with other statutory requirements for public meetings.

Requires the commissioner of education to obtain specific legislative authority before finally adopting revised academic standards and graduation requirements in rule, rather than adopting them independently.

Increases the population threshold for small districts to employ a principal or superintendent as community education director from 2,000 to 10,000 residents.

Removes the requirement that school districts set aside at least $3 per adjusted marginal cost pupil unit from safe schools levy proceeds for licensed school counselors, nurses, social workers, psychologists, and chemical dependency counselors.

Allows school districts and charter schools to use staff development reserved revenue for general education purposes in fiscal years 2012 and 2013 only, and permits commissioner approval of certain fund transfers that do not increase state aid or property tax authority during those same fiscal years.
