Minnesota Office of Higher Education must conduct a study of graduate education offered by for-profit institutions to Minnesota students

Study must examine contractual arrangements with graduate students, contract fulfillment, intellectual property rights protection, graduation requirement expectations, and access to institutional policies and procedures

Study must evaluate institutional guidelines for due process, academic freedom, conflict of interest procedures, and alternative dispute resolution systems for graduate students

Office must report findings and recommendations to legislature's higher education committees by January 15, 2013
