Requires student body approval by majority vote for any increase in optional student life, activity, or special activity fees at public postsecondary institutions beginning in the 2011-2012 academic year.

Applies to fee increases over the amount charged in the previous academic year at that institution or campus.

Exempts fees directly related to educational or health services, and fees that individual students may choose not to pay.

Prohibits governing boards from approving fee increases until they receive approval from a majority of students voting in a campus election.

Amends Minnesota Statutes section 136F.06 to establish that the fee vote requirement applies to fees approved by the board.
