Allows harassment restraining order petitions to be filed in the county of residence of either party or where the alleged harassment occurred, with no residency requirements imposed.

Permits parents, guardians, or stepparents of minors to seek harassment restraining orders on behalf of the minor victim.

Waives filing fees for petitioners whose petitions allege acts constituting violations of Minnesota Statutes sections 609.749 (subdivisions 2, 3, 4, or 5) or sections 609.342 to 609.3451.

Requires court administrators and county sheriffs to perform service of process duties without charge to the petitioner in harassment restraining order cases.

Allows courts to direct respondents to pay the petitioner's filing fees and reasonable service costs if the court finds the respondent has the ability to pay.
