Requires legislative approval by enacted law for all state agency rules to become effective, in addition to existing rulemaking procedures and State Register publication.

Modifies the effective date process for rules under Minnesota Statutes sections 14.18, 14.27, and 14.389 to mandate that rules become effective only after legislative approval is obtained.

Applies to all rules where a notice of adoption is published on or after the day following final enactment of this act.

Removes the previous requirement that rules become effective five working days after notice of adoption is published in the State Register.
