Requires bicycle operators under age 16 to wear protective headgear complying with standards established by the commissioner of public safety on public roadways, shoulders, sidewalks, bicycle paths, trails, and other public ways or public land.

Peace officers who witness a violation may provide information to the violator on bicycle safety and helmet availability, but cannot issue traffic citations for helmet violations.

Maintains existing bicycle equipment requirements including nighttime lighting (white front lamp visible 500 feet, red rear reflector visible 100-600 feet), brakes capable of skidding wheels, and restrictions on handlebar height and bicycle size.

Amends Minnesota Statutes 2010, section 169.222, subdivision 6.
