Mandates coaches and officials receive initial online concussion training through the CDC's "Concussion in Youth Sports" program and refresher training at least once every three years.

Requires coaches and officials to immediately remove youth athletes (through age 18) from activities if they exhibit signs, symptoms, or suspected concussion, with return to play only after evaluation and written clearance from a trained medical provider.

Applies concussion procedures to school-sponsored sports, with sports governing bodies required to make concussion information accessible and ensure coaches and officials complete CDC training once every three school years.

Establishes liability protections for municipalities, businesses, nonprofits, schools, and their officers and employees for concussion-related decisions, and allows high school athletic leagues to adopt stricter concussion policies than state requirements.
