Requires the transit council to ensure public access to pedestrian skyway systems at Central Corridor light rail transit stations through an elevator located at each station site.

Applies only to transit stations where skyway system access is included as part of the initial light rail construction project.

Mandates compliance with elevator access requirements at the time of initial construction of the Central Corridor light rail transit line and its stations.

Defines "council" and "pedestrian skyway system" by reference to existing Minnesota Statutes sections 473.121 and 469.125.

Effective the day following final enactment.
