Prohibits law enforcement agencies from ordering, mandating, requiring, or suggesting traffic citation quotas to peace officers on any basis (daily, weekly, monthly, quarterly, or yearly)

Bans saturation patrols and sting operations specifically targeting seat belt violations under Minnesota Statute 169.686, subdivision 1, paragraph (a), on grounds that such violations do not constitute a hazard to the traveling public

Defines saturation patrol as enhanced law enforcement activity in a concentrated geographic area to detect a specific violation

Defines sting operation as a law enforcement activity designed to use deception to detect a specific violation

Requires the Board of Peace Officer Standards and Training to include information on law enforcement agencies' compliance with these prohibitions in reports to the legislature
