Amends Minnesota Statutes section 179A.20, subdivision 3, regarding teacher contract negotiations.

Requires teacher contracts between school boards and exclusive representatives to have a two-year term beginning on July 1 of odd-numbered years.

Prohibits teacher contracts from containing wage reopening clauses or any provision for renegotiation of compensation during the contract term.

Prohibits contracts from containing any clause that increases teacher compensation, fringe benefits, or step and lane increases after the two-year contract term expires.
