Expands eligibility for gold star motor vehicle license plates to include children and siblings of persons who died while serving honorably in active military service, in addition to surviving spouses and parents.

Defines "eligible person" as a surviving spouse, parent, child, or sibling of a person who died while serving honorably in active service.

Clarifies that eligibility relationships may be established by birth or adoption.

Amends Minnesota Statutes 2010, section 168.1253, subdivision 1.

Effective July 1, 2011, and applies to license plate applications made on or after that date.
