Board of Teaching must adopt rules establishing a statewide teacher performance assessment system aligned with Minnesota's K-12 academic standards and allowing locally adopted alternative measures including teacher portfolios.

Teacher performance assessments must include training and reliability reviews for evaluators, integrate with board-approved teacher preparation requirements, and align with allocated state and local resources.

Board must convene an expert group (at least one-third classroom teachers) to advise on performance standards, developmental scales, and assessment design, and establish a statewide training program for evaluators.

Board must periodically analyze assessment validity and reliability, eliminate bias, collect candidate background information, and examine teacher preparation programs to ensure candidates acquire measured knowledge and skills.

Performance assessments must be ongoing, integrated into teacher preparation programs, and provide formative feedback to help candidates improve teaching abilities while supporting recommendations for licensure and new teacher induction plans.
