Appropriates $50,000,000 from the trunk highway fund bond proceeds account to the commissioner of transportation for reconstruction of Interstate Highway 494 to add additional lanes between the Trunk Highway 55 interchange and the bridge over East Fish Lake Road.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $50,000,000 to fund the appropriation, with bond proceeds deposited in the trunk highway fund bond proceeds account.

Bond sale and issuance shall follow Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11, at times and amounts requested by the transportation commissioner.

Takes effect the day following final enactment.
