Appropriates $250,000 in fiscal year 2012 to the University of Minnesota's Center for Transportation Studies to conduct a comprehensive study on motor fuel use for nonhighway purposes.

Defines nonhighway motor fuel use to include consumption by motorboats, snowmobiles, all-terrain vehicles, off-highway motorcycles, off-road vehicles, and vehicles on state and county forest roads.

Requires the study to develop a methodology for estimating motor fuel use by nonhighway purpose, identify fuel use by location type (public and private), and evaluate costs to public locales from nonhighway vehicle use.

Mandates the study provide policy options for potential changes to motor fuel tax attribution under Minnesota Statutes section 296A.18.

Requires submission of study results to legislative committees with jurisdiction over transportation and environment/natural resources policy by February 1, 2012.
