Amends Minnesota Statutes section 162.081, subdivision 4, relating to distribution of state aid for town roads from the town road account.

Replaces the eligibility requirement based on a fixed levy percentage (0.04835 percent of taxable market value) with a requirement that towns must levy an amount equal to or greater than the amount they received in the prior year.

Maintains that county boards adopt distribution formulas considering each town's road levy, population, road mileage, and other equity factors.

Requires distribution of funds to town treasurers by March 1 annually or within 30 days of receiving payment from the commissioner.

Specifies that distributed funds may only be used for construction, reconstruction, and gravel maintenance of town roads.
