Establishes the Human Cloning Prohibition Act, banning human asexual reproduction through nuclear material transfer into oocytes to create genetically identical organisms.

Prohibits any person or entity from performing, attempting, or participating in human cloning; shipping, importing, or receiving cloned embryos or their products; or transferring biological materials for cloning purposes.

Permits scientific research on nuclear transfer techniques for non-human applications, including molecules, DNA, cells, tissues, organs, plants, and animals, as well as stem cell research unless explicitly prohibited.

Establishes violations as misdemeanors for knowingly or recklessly violating the prohibition.

Takes effect August 1, 2011, and applies to crimes committed on or after that date.
