Authorizes funding for voluntary, full-day kindergarten programs by allowing school districts to count full-day kindergarten pupils as 1.0 pupil units instead of 0.5 pupil units.

Modifies pupil counting for half-day kindergarten to 0.612 pupil units and establishes separate full-day kindergarten counting at 1.0 pupil units for general education revenue calculations.

Allows districts to reallocate general education revenue from 12th grade early graduates to fund early education programs, including school readiness and early childhood family education, as well as extended-time kindergarten and prekindergarten programs.

Removes the requirement that school districts with reduced class size revenue may use funds specifically for all-day, everyday kindergarten, making such programs voluntary rather than mandatory funding options.

All amendments are effective for education revenue for fiscal years 2012 and later.
