• Establishes adopt-a-WMA (wildlife management area) program allowing sporting, outdoor, business, and civic groups to volunteer for maintenance and improvements on state wildlife management areas.

• Adds land parcels to Scenic State Park (Itasca County), William O'Brien State Park (Washington County), Greenleaf Lake State Recreation Area (Meeker County), Iron Range Off-Highway Vehicle Recreation Area (St. Louis County), and Smoky Hills State Forest; deletes parcels from Hayes Lake State Park (Roseau County) and Lost River State Forest (Roseau County).

• Authorizes private and public sales of surplus state land and tax-forfeited land bordering public waters in multiple counties (Becker, Carlton, Cass, Douglas, Itasca, Marshall, Pine, St. Louis, Stearns, Otter Tail, Watonwan) with various restrictions including conservation easements and public use requirements where applicable.

• Allows Itasca County to extend tax-forfeited land repurchase deadline to December 31, 2011, and permits Commissioner of Transportation to convey state land in Winona County to United States Fish and Wildlife Service upon completion of Dresbach bridge project.

• Extends Dakota County's reversionary interests in zoo land in Apple Valley permanently and modifies mineral lease payment deposits for Iron Range Off-Highway Vehicle Recreation Area.
