Authorizes the Board of Regents of the University of Minnesota, city of Duluth, Duluth Economic Development Authority, and Lake Superior Center Authority to enter into an agreement transferring all assets of the Lake Superior Center (Great Lakes Aquarium) to the University of Minnesota Board of Regents

Transferred assets will be used by University of Minnesota, Duluth as a freshwater lake education and research facility

Requires commissioner of management and budget review and approval of the transfer agreement before the Lake Superior Center Authority is abolished

Repeals Minnesota Statutes sections 85B.01 through 85B.08 and specified sections of Laws 1990, chapter 535 relating to the Lake Superior Center Authority

Effective date for section 1 is the day following final enactment; repeal section becomes effective upon commissioner approval and execution of the transfer agreement
