Removes the age restriction (16-65) for employed persons with disabilities to qualify for medical assistance, allowing individuals of any age to remain eligible if they meet other requirements.

Allows individuals transitioning off the employed persons with disabilities program due to loss of earnings to have their accumulated assets disregarded for 12 months while remaining within the $20,000 asset limit.

Protects assets and disregards spouse's income for individuals who were enrolled in the employed persons with disabilities program for 24 consecutive months before turning 65, when transitioning to standard medical assistance eligibility.

Requires the commissioner of human services to notify enrollees annually beginning at least 24 months before age 65 about changes to eligibility rules regarding income, assets, and spouse's income and assets treatment.

Appropriates unspecified funds from the general fund to the commissioner of human services for fiscal year 2012 to implement the program modifications.
