Authorizes mini trucks to operate on public streets and highways (except trunk highways) when equipped with required safety equipment including headlamps, taillamps, turn signals, mirrors, windshield, seat belts, and parking brake.

Eliminates the special permit requirement for mini truck operation by canceling all existing local permits issued under section 169.045 effective August 1, 2011.

Classifies mini trucks as passenger automobiles for purposes of vehicle registration and titling, requiring a valid vehicle identification number.

Allows local road authorities to prohibit mini truck operation by ordinance on streets and highways under their jurisdiction.

Requires mini truck operators to comply with driver licensing requirements under chapter 171 and traffic laws applicable to other vehicles, except mini trucks cannot be used for driver's license examination testing.
