Removes "sparsity" designation from transportation revenue calculations in the general education revenue formula for K-12 districts.

Creates two-part transportation revenue system: transportation sparsity revenue (based on formula allowance and district density/sparsity indices) plus transportation cost revenue.

Establishes transportation cost revenue as the difference between a district's total pupil transportation costs and the sum of 4.85 percent of basic revenue, sparsity revenue, and charter school transportation adjustments.

Applies changes to revenue calculations for fiscal years 2012 and later.

Amends Minnesota Statutes 2010, section 126C.10, subdivisions 1 and 18.
