Removes the positions of first and second assistant sergeant-at-arms, postmaster, and assistant postmaster from House of Representatives officer elections while retaining other elected positions.

Requires the Legislative Coordinating Commission to provide geographic information system services to the legislative branch through agreements with executive agencies, contracts with private vendors, or both, with a prohibition on executive branch agencies providing redistricting-related services.

Directs the Legislative Coordinating Commission to adopt a uniform records retention policy applicable to the House, Senate, and all other legislative branch entities by July 1, 2012, and publish the policy on its website.

Requires the Legislative Coordinating Commission executive director to issue a request for proposals for geographic information system services that includes map library services, data archiving, and on-demand mapping capabilities, with redistricting services restricted to non-executive branch providers.
