Requires high school students beginning 9th grade in 2011-2012 school year to complete a minimum one-half credit through postsecondary enrollment options, advanced placement, international baccalaureate, or an approved work experience program for graduation.

Expands postsecondary enrollment options program eligibility to 9th and 10th grade students (previously limited to 11th and 12th grades), subject to counseling requirements.

Allows students to earn both secondary and postsecondary credit simultaneously for college-level courses, eliminating requirement to designate one or the other at enrollment.

Mandates postsecondary institutions award credit for successfully completed courses consistent with the institution's credit transfer policy, rather than making it optional.

Requires course equivalency guides to include advanced placement courses and international baccalaureate courses, and allows high schools to accept and grant credit for accredited out-of-state postsecondary courses.
