Establishes an online motor vehicle insurance verification system operated by the department following Insurance Industry Committee on Motor Vehicle Administration (IICMVA) standards, accessible to law enforcement, courts, and state agencies to verify mandatory liability insurance coverage.

Requires all property and casualty insurers licensed in Minnesota to participate in the verification system, maintain six-month historical records of system requests and responses, and respond to insurance verification inquiries within ten days.

Authorizes the department to suspend or revoke vehicle registrations for owners believed to be operating uninsured vehicles, with reinstatement requiring proof of insurance and applicable fees.

Requires a report to the legislature within six months after two years of system operation assessing program benefits, costs, and effectiveness in reducing uninsured motor vehicles; system must be fully operational by August 1, 2013, following a nine-month testing and pilot period.
