Establishes a targeted family outreach services grant program administered by the Minnesota commissioner of education.

Eligible schools include public schools and charter schools designated as lowest performing, schools with poverty levels more than twice the state average (measured by free/reduced meal eligibility), or schools with rapidly changing demographics in poverty or student of color percentages over the past five years.

Awards grants of up to $50,000 per year per site to eligible schools, with geographic distribution required across Minnesota.

Schools receiving grants must provide a local match of at least $1 for every $4 received and use funds to contract with providers for training school staff on family outreach services addressing whole-family issues.

Appropriates unspecified amounts from the general fund to the commissioner of education for fiscal years 2012 and 2013, effective July 1, 2011.
