Authorizes the city of Red Wing to convey by public or private sale all or part of land described in Laws 1976, chapter 50, section 1, subdivision 1 for public recreational purposes only.

Allows the commissioner of administration to convey surplus state land in Goodhue County to the city of Red Wing at no cost, with the land reverting to the state if the city ceases using it for public purposes.

Specifies the surplus land conveyance is for a road providing public access to recreational property previously authorized in Laws 1976, chapter 50.

Amends Laws 1976, chapter 50, section 1, subdivision 2 regarding appraisal procedures, payment terms, and contract for deed requirements for state land sales.

Section 1 becomes effective upon the city of Red Wing's compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3; Section 2 becomes effective the day following final enactment.
