Modifies the definition of "demote" in Minnesota's Teacher Tenure Act to mean reducing the compensation a person actually receives in a new position, rather than reducing rank or transferring to a lower branch of service.

Removes the requirement that teachers in first class city school districts cannot be discharged for specified causes except during the school year with charges filed at least four months before the close of the school session.

Allows school boards to discharge or demote teachers upon affirmative vote of a majority of board members when charges are found to be true.

First section effective the day following final enactment; second section effective July 1, 2011, and applies to discharge actions commenced on or after that date.
