Requires school districts to provide school counseling services at a maximum ratio of 325 students per licensed school counselor for grades 9-12 and 475 students per counselor for kindergarten through grade 8 by the end of the 2015-2016 school year.

Mandates the Department of Education report current average student-to-counselor ratios in Iowa, North Dakota, South Dakota, and Wisconsin by February 1, 2016, and every five years thereafter.

Beginning in the 2016-2017 school year, school districts must maintain counselor-to-student ratios that do not exceed the reported state averages from neighboring states.
