Expands eligible uses of alternative facilities revenue to include implementation of a ten-year facility plan, not just deferred maintenance, accessibility improvements, and fire/safety/health repairs.

Adds four new categories of eligible projects: health and safety projects without size restrictions, disabled access levy projects, deferred capital/maintenance projects, structural modifications for safety, and property assessments for street/utility work imposed by other government units.

Allows school districts to include projects that qualify for health and safety revenue in their facility plans without the project size limitation that normally applies under section 123B.57.

Modifies facility plan requirements so districts qualifying under paragraph (a) must have a ten-year plan listing eligible projects and costs, while districts with limited participation must have a five-year plan for health and safety projects over $500,000 per site.

Effective for taxes payable in 2012 and later.
