Removes the requirement that a mandated health benefit proposal be "likely to be introduced" before evaluation can be requested, limiting triggers to bills or amendments actually introduced.

Changes the committee chair's authority to request evaluations from discretionary ("may") to mandatory ("must").

Reduces the deadline for the commissioner to submit evaluation reports to the legislature from 180 days to 30 days after a request.

Requires the Commissioner of Commerce to evaluate all existing mandated health benefits in Minnesota Statutes and Rules in consultation with the Commissioners of Health and Management and Budget, with results due by December 31, 2015.

Removes provisions allowing the commissioner to deprioritize evaluations based on resource constraints when multiple requests are received.
