Adds charter districts to the classification of public school districts in Minnesota, joining common, independent, and special districts.

Changes the permanent school fund apportionment formula to base distribution on each district's adjusted average daily membership rather than the total number of pupils in the district.

Maintains semiannual apportionment schedule on the first Monday in March and September to districts whose schools have been in session at least nine months.

Excludes pupils for whom tuition is received by the district from permanent school fund apportionment eligibility.

First section effective July 1, 2011; apportionment formula change effective for revenue in fiscal years 2012 and later.
