Allows driver's license applicants to voluntarily add a $2 donation to their application fee for public information and education on anatomical gifts.

Donated funds are appropriated to the commissioner of public safety for grants to the Minnesota organ procurement organization or eligible 501(c)(3) charitable entities dedicated to organ, tissue, and eye donation advocacy.

Grant recipients must use funds to provide resources and implement programs designed to increase Minnesota organ, tissue, and eye donor registration.

Commissioner of public safety must report to legislative committees on receipts and expenditures from this program by February 1, 2013.
