Appropriates $4.69 billion for transportation, Metropolitan Council, and public safety activities for fiscal years 2012-2013 across trunk highway, airport, county/municipal aid, and general funds.

Creates trunk highway economic development account funded by up to $100 million transfers to support highway construction projects promoting economic development and employment in metropolitan and greater Minnesota districts.

Modifies driver's license and vehicle registration fees by reducing most fees by $5 and extending technology surcharge collection through June 30, 2015; allows $2 donations for anatomical gift program through vehicle registration and driver's license applications.

Expands Gold Star license plate eligibility to surviving children, parents, legal guardians, and siblings of military service members who died honorably; clarifies provisions for physically disabled persons' plates and parking privileges.

Requires detailed financial planning information and 20-year funding projections for guideway investment projects submitted to legislature; authorizes Metropolitan Council to transfer funds from livable communities and right-of-way acquisition accounts to cover 2012-2013 transit operating deficits.
