Designates an assistant commissioner to coordinate early childhood services and programs across state agencies with the goal of achieving full kindergarten readiness for all Minnesota children by 2020.

Requires developing a comprehensive framework for early childhood care and education focused on accountability, coordinated policy and funding leadership, and support for parents as primary educators.

Mandates alignment of state budget allocations with needed programs, establishment of an annual statewide report card assessing provider effectiveness, and expansion of a quality rating and improvement system.

Authorizes the commissioner of administration to issue reorganization orders transferring functions among the Departments of Education, Human Services, Health, and other agencies to improve efficiency and eliminate duplication in early childhood program administration.

Requires the commissioner to make recommendations to legislative committees on statutory changes needed to improve state agency administration of early childhood programs, with exceptions for federally-mandated program assignments.
