Commissioner of Public Safety must appoint a county deputy registrar of motor vehicles for Scott County, notwithstanding existing statutory distance or transaction volume requirements.

New deputy registrar office will operate as an extension of Scott County's license bureau at the new library in Elko New Market with full registration and motor vehicle tax collection authority.

Operating hours of the Scott County license bureau extension must match the hours of operation of the new Elko New Market library.

All other provisions of Minnesota Statutes section 168.33 and Minnesota Rules chapter 7406 regarding deputy registrar appointment and operation apply to this office.
