Appropriates $450,000 in fiscal year 2012 from the general fund to the Department of Administration for benchmarking studies on state back office functions (finance, procurement, and human resources including payroll)

Requires benchmark report comparing state performance to peer groups and world-class organizations, quantifying performance gaps, uncovering hidden costs, and identifying improvement initiatives with prioritized ranking, due by November 1, 2012

Requires separate student transportation study examining potential efficiencies from a regional approach and synergies between general transit and student transportation across all geographic areas of the state, due by November 1, 2012

Mandates Department of Administration commissioner submit implementation plan and draft legislation for identified improvement initiatives to relevant legislative committees by January 15, 2013

Appropriation is one-time funding available in fiscal year 2013; bill becomes effective the day following final enactment
