Modifies the regional library system maintenance of effort formula in Minnesota Statutes section 134.34, subdivision 4, by adding new provisions for how cities and counties can reduce local library support.

Adds a new exception allowing cities whose library operating budgets are reduced by 10 percent or more due to personnel retirements and reduced operating costs to reduce their local support by an equal amount, effective calendar year 2011 and later.

Clarifies that funds provided for extending library hours of operation under section 473.757, subdivision 2, are excluded from calculations of amounts provided by cities or counties for public library service support.

Maintains existing provisions allowing cities and counties to reduce support when state aid decreases, with reductions capped at the lesser of 10 percent or the proportional aid reduction ratio.

Preserves the requirement that no city or county may reduce library support below the minimum level specified in subdivision 1, regardless of other allowable reductions.
