Amends Minnesota Statutes section 126C.05 to provide additional pupil unit weighting for kindergarten students qualifying for free or reduced price meals.

Awards an additional 0.388 pupil units to eligible kindergarten pupils who attend full-day kindergarten programs, in addition to the base 0.612 pupil units for regular kindergarten pupils.

Requires that schools offering the full-day kindergarten program must offer it to all kindergarten pupils without charging a fee to qualify for the additional funding weighting.

Effective for revenue in fiscal years 2013 and later.
