Modifies pupil transportation provisions for area learning center students by allowing between-building bus transportation along existing school bus routes when space is available, without restricting service to "only" between schools and without requiring service exclusion if costs do not increase district expenditures.

Clarifies the Department of Education's role by requiring the commissioner to develop and maintain a comprehensive list of school bus safety training instructional materials for pupils, rather than developing a single comprehensive model program.

Adds transportation of pupils for curricular field trip activities on school buses equipped with power lifts (when required by a student's disability or section 504 plan) as an authorized transportation service for pupils with disabilities.

Includes use of certain lift buses and type III vehicles in the category of revenue authorized for reimbursement by incorporating depreciation costs for these vehicles into special education transportation calculations.

Effective dates: Section 2 becomes effective July 1, 2011; Section 3 becomes effective for revenue for fiscal year 2012 and later.
