Appropriates $40,842,000 total for aeronautics activities in Minnesota for fiscal years 2012 and 2013 ($20,421,000 each year).

Allocates $39,168,000 from the state airports fund ($19,584,000 each year) for airport development and assistance and aviation support services.

Allocates $1,674,000 from the trunk highway fund ($837,000 each year) for aviation support services.

Airport development and assistance receives $14,298,000 annually with funds available for five years after appropriation, and allows year-to-year fund transfers if either year's appropriation is insufficient.

Includes contingent appropriation allowing the commissioner of transportation to spend additional airport fund balances if determined necessary for advancing airport projects, with notification required to legislative committees within two weeks.
