Allows school districts to transfer money from their reserve for operating capital account to their unrestricted general fund on June 30, 2011 and June 30, 2012.

Limits transfer amounts to $51 per adjusted marginal cost pupil unit based on the district's pupil units from the second preceding fiscal year.

Requires school boards to adopt a written resolution before any transfer, specifying the transfer amount and certifying that the district's operating capital needs are being met.
