Increases the maximum annual building lease levy authority for school districts from $150 to $250 per resident pupil unit.

Applies to leases of buildings or land for instructional purposes, school storage, or furniture repair when operating capital revenue is insufficient.

Maintains existing approval requirements by the Commissioner of Education, including review of lease terms, pricing reasonableness, space appropriateness, and district financial condition.

Preserves restrictions on newly constructed buildings used for regular kindergarten, elementary, or secondary instruction and prohibits using proceeds for custodial or maintenance services.

Effective for revenue for fiscal year 2013 and later.
