Requires the commissioner to disseminate comprehensive testing reports containing only anonymized student-level data to charter school authorizers to help them fulfill their obligations under charter school oversight provisions.

Removes the $2,000,000 end-of-year fund balance requirement for charitable organizations seeking approval as charter school authorizers.

Eliminates the requirement that nonprofit corporations (501(c)(6) organizations) must have operated for at least 25 years and had a charter school operate under a different authorizer for at least three years before authorizing charter schools.

Extends the deadline for existing authorizers that chartered schools before August 1, 2009 to apply for continued approval from June 30, 2011 to June 30, 2012.

Removes the restriction preventing single-purpose authorizers from limiting applications to specific curricula, learning programs, or methods.
