Creates a 17-member Minnesota Rural Road Safety Task Force with members designated by state commissioners, legislative leaders, counties, University of Minnesota, and the Toward Zero Deaths coalition, with appointments due by July 1, 2011.

Task force shall develop a comprehensive state plan to reduce fatalities and serious injuries on rural roads by examining engineering, education, enforcement, emergency medical systems, teen driving, and policies including seat belt enforcement, sobriety checkpoints, and speed enforcement.

Task force shall submit a preliminary report to the legislature by January 15, 2012, and a final report by January 15, 2013, including findings, proposed legislation, and recommendations for executive agency implementation.

Appropriates $500,000 from the trunk highway fund to the Commissioner of Transportation for a grant to the University of Minnesota's Center for Excellence in Rural Safety to assist the task force.

Task force expires June 30, 2014, unless extended by law.
