Congratulates Antonio Vandal for receiving the Boy Scouts of America's National Certificate of Merit in 2011, one of only seven boys nationwide to receive the award that year.

Recognizes Vandal's heroic actions at age 10 when he helped save a friend's life during a canoeing accident on the Namekagon River by guiding his canoe into the rapids and stabilizing it while his father rescued the drowning boy.

Acknowledges Vandal's quick thinking and composure under pressure in assisting with the rescue and paddling out of the dangerous rapids.

Directs the Secretary of the Senate to prepare an authenticated copy of the resolution and transmit it to Antonio Vandal.
