Adopts the permanent rules of the 86th session as temporary rules for the 87th session, effective until permanent rules are adopted by majority vote of the Senate.

Prohibits introduction of bills on the first day of the session.

Reorganizes omnibus appropriation and tax bills, consolidating categories from 12 to 13 bills including new "Commerce and Consumer Protection" and "Energy, Utilities and Telecommunications" bills, and renaming several existing bills.

Restructures standing committees by eliminating "Business, Industry and Jobs," creating new committees for "Commerce and Consumer Protection," "Jobs and Economic Growth," "Local Government and Elections," and renaming committees for agriculture, health, energy, judiciary, and state government functions.

Updates parliamentary reference to Mason's Manual of Legislative Procedure (1989 edition) and adjusts Senate address protocol to "Madam (or Mr.) President."
