Establishes powers, duties, and procedures for Senate operations during the interim between adjournment of the 2011 session and convening of the 2012 session.

Authorizes the Subcommittee on Committees to appoint members to fill vacancies in Senate-appointed commissions and bodies.

Grants the Committee on Rules and Administration authority to establish positions, set compensation and benefits, appoint employees, and authorize expense reimbursement for Senate operations.

Permits the Secretary of the Senate to employ staff after session close to finish 2011 business and prepare for the 2012 session at applicable salary rates.

Requires Committee on Rules and Administration approval for contracts exceeding $10,000 and restricts use of Senate facilities to Senate business only except with explicit authorization.
